You can walk from JR Rifu Station to the town hall. The lid is set into the pavement in front of the building, right at the edge of the planting bed. Buses for Grandi 21 and AEON Mall Shin-Rifu leave from the stop outside the station. About fifteen minutes on foot from the lid, the Shinkansen General Rolling Stock Center has a PR corner where you can step inside a 200 Series car.
